US Army Communications-Electronics Life Cycle Management Command Acquisition Center Joins Multiple Commands Using eSignLive E-Signatures

Technology leader C-E LCMC, in partnership with Army Materiel Command, is leveraging the US Army's enterprise e-signature license to bring government contracting processes completely online.

Montreal, QC, August 28, 2007 — Silanis Technology, the premier provider of electronic signing solutions to DoD, is pleased to report expanding use of its e-signatures by the US Army, including the upcoming integration of Silanis' ApproveIt® XHTML solution for e-procurement by the C-E LCMC Acquisition Center, a Major Subordinate Command of the Army Materiel Command (AMC).

Annually processing over 17,000 contract actions, valued at $12 billion, the C-E LCMC Acquisition Center has responsibility for over $60 billion worth of Army contracts. C-E LCMC has received wide recognition for its “proactive approach to contracting excellence.” An impressive example of many e-tools is its Web-based, open-source virtual contract management office, called the Project Contract Folder (PCF).  PCF is an application enabling the secure online processing and records management of all acquisition-related documents.

Silanis' ApproveIt XHTML Server allows personnel to perform contracting functions from any place, at any time, using only a Web browser. By eliminating paper from the approval process, it reduces costs and streamlines operations. This secure, JITC-certified  solution also supports e-signing with Common Access Cards (CAC) as part of the DoD's Public Key Infrastructure (PKI).

E-signatures will provide a key addition to PCF, as they will allow the Acquisition Center to avoid the current practice of having to print, sign and scan signature pages back into the system. In addition, eliminating the need to re-key data will increase the Acquisition Center’s productivity.

A US Army audit estimates the Army at large will save $1.3 billion annually, once it has fully deployed its Forms Content Management Program (FCMP), an initiative to automate forms-based processes using Silanis e-signatures with XML-based e-forms and content management software from IBM. Savings generated by C-E LCMC’s deployment of Silanis electronic signatures, scheduled for this autumn, will augment that amount.
