Montreal-based Silanis Technology brings digital signatures to 1.4 million Army personnel

Montreal, QC, January 18, 2005 — Silanis Technology, the leading provider of solutions that automate the business approval process, announced today that its digital signature and approval management solutions have been selected by the US Army. Under this enterprise win, over 1.4 million personnel supporting the Army mission across the globe will use Silanis’ digital signature and approval automation solutions to sign off on critical forms and documents.

The enterprise license was awarded as part of the Forms Content Management Program (FCMP), an Army-wide initiative to fully automate forms-based processes. The Army relies on forms for everything from supply ordering and pay disbursement, to medical recordkeeping and the awarding of citations, and the new solution will dramatically streamline this process, saving time and money. Prior to this initiative, the Army had converted a majority of its 100,000 form-based processes to digital files that were accessed and completed online. However, without digital signatures, users were unable to push the form from computer to computer, as it was necessary to print a paper copy and hand carry or mail the form to obtain approvals. Adding digital signature and content management solutions now enable the Army to fully automate the process, keeping the forms electronic throughout.

FCMP combines digital signatures with XML-based e-forms and content management software to create a single infrastructure platform across the Army to simplify the process of automation. With the infrastructure in place, any form-based process within the Army, from personnel evaluations and supply requisitions to award certificates and medals, can easily be brought online and automated without experiencing the potential pitfalls associated with technology integration and interoperability of solutions.

Army representatives note that, “This program revolutionizes the Army’s form-based activities. The advancement of the Army’s e-forms system will enhance readiness and responsiveness of our personnel around the world. The combined solution of the IBM DB2 Content Management, PureEdge e-forms and Silanis Digital Signature technology will transform how the Army has managed information for more than 200 years, and will enable the automation of all processes currently managed by forms.”

Adopting digital signature technology enables the Army to fully leverage the Department of Defense’s (DoD) public key infrastructure and to enhance the value of the over four million deployed common access cards (CACs). This expands the use of the CAC to include essential business applications.

Silanis has worked with customers in the US Army since 1997. The company’s first government contract was with the US Joint Chiefs of Staff to capture signatures electronically on mission critical documents. Since then, the company has expanded its install base to over 70,000 personnel, including a 40,000-seat license in 2000 with the US Army Medical Command.

“This award illustrates the maturation of the digital signature market,” says Richard L. Warren, chief executive officer, Silanis. “When we began working with the US government in 1997, the technology was considered cutting edge. The government was able to create and route documents electronically, but they still fell to paper for approvals. Now this creates the last link to enable an all-electronic process. With this award, digital signature solutions have become as critical a part of the infrastructure as email.”
