LA County Sanitation cleans up its workflow processes with eSignLive electronic signatures

July 4, 2006

Montreal QC, July 5, 2006 — Silanis Technology, the industry’s most experienced electronic signature provider with more than two million government and commercial users, today announced that one of the largest solid waste and wastewater management agencies in the US will adopt a more environmentally-friendly and efficient process to manage its industrial wastewater discharge customers.

The Sanitation Districts of Los Angeles County plans to reduce paper handling in the daily processes it uses to manage and survey the county’s 2,900 permitted wastewater producing industries. By adding Silanis’ electronic signature solution to its existing document management solution, support documents - such as mandated reports, permit documents, and correspondence – will no longer have to be physically routed and hand-signed by the agency’s administrative and engineering staff. Most documents will eventually be created, routed, signed and stored electronically.

“Technology has always been an important part of how we handle environmental issues,” said Stan Thalenberg, Senior Engineer at the Sanitation Districts. “When you’re responsible for managing the waste that industries discharge in a community, you need to be highly responsive and efficient.” Technology solutions like Silanis’ allow agencies to achieve that kind of operational excellence.

The Sanitation Districts’ mission is to ensure environmentally sound and cost-effective wastewater and solid waste management. Each day the Sanitation Districts’ 1,300 miles of main trunk sewers and 11 wastewater plants treat more than 510 million gallons of wastewater for the residents of LA County, as well as transform waste into other resources, such as energy and recycled materials including water in an arid land.

“Maintaining an electronic stream of work will help keep critical processes moving,” said Thalenberg. “We’re also looking to reduce some of the intense administrative processes that are associated with paper, such as printing, routing, scanning and filing.”

Another important requirement for the Sanitation Districts was the need to increase the reliability of their documents. Because many documents are mandated as requirements from the US Environmental Protection Agency, they have to illustrate the chain of custody - that is, who signed what and when - and they have to be legally enforceable. Silanis’ solution met these requirements through its ability to permanently embed an audit trail of the signing process into the document to record the accountability of all parties, and to ensure that a signed document can’t be modified without detection or authorization.
